| In a ploy to keep the Gotham City crime leaders in line, the Penguin teamed with the Scarecrow to create a new fear formula. Unknown to Scarecrow he was being manipulated both mentally and physically. With the assistance of geneticist Dr. Linda Friitawa (Fright), Penguin had the Scarecrow transformed into a murderous monster he could use against his criminal adversaries, known as the Scarebeast. |
