businessman who attempted to swindle the United States Government and a
tribe of Mohawk Indians by producing false deeds to half of southern
California. The Government consulted Doom Patrol leader Dr. Niles Caulder (The Chief) to authenticate the documents. When Decker's fraud was exposed he was imprisoned. Vowing revenge he developed the identity of the Black Vulture. |
