Origin

In a ploy to rule the world, Baron Zemo formed a group of criminals posing as heroes. In time the majority of the group began to enjoy their role as heroes and turned against their leader before he could execute his plot.


After Zemo's plot was foiled the group struggled to be heroes, with some succeeding and other spiralling back towards criminality. Eventually the team was taken over by the government and converted into a parole program for superhuman criminals struggling for redemption as Thunderbolts.
