| During
the Omega-32 incident, a nanite program designed by the Nazi criminal Baron von Strucker
to take over the word through mind control. A team of paroled
criminals lead by Citizen V, was formed to stop the alleged architect of
the program, Council on Superhuman Activities (CSA) operative Henry Peter Gyrich. In truth Gyrich
himself was being mind controlled, and only through the intervention of
the CSA operatives and the
Thunderbolts
was the plan stopped. After the Thunderbolts were forced by the CSA and S.H.I.E.L.D. to disband in exchange for full pardons, a new team composed primarily of paroled super-criminals, under the leadership of Captain America, was sanctioned by the Commission on Superhuman Activities, to right the wrongs for their own past sins and become Redeemers. |
