In a ploy for vengeance against the recently revived Captain America, the Nazi Baron Zemo recruited other costumed criminals to defeat the Sentinel of Liberty's allies in the Avengers. To lure the heroes into their trap the villains attacked innocent citizens on the streets of New York showing that they were truly Masters of Evil.
