The younger of two brothers, Simon Williams inherited his deceased father's munitions factory when his brother Eric declined the position.  Young and inexperienced, Williams was a failure as a businessman and the factory began to lose its share of the market to Stark International.

Desperate to keep his father's legacy alive, Williams sought advice from his older brother Eric.  A successful criminal, Eric advised his brother to embezzle company funds and invest them in the illicit activates of the criminal organization known as the Maggia.  When Williams' crimes were discovered by the company's board of directors he was brought to trial.  Unable to make bail and languishing in jail, Williams plight was reported in the news, where Baron Zemo, the leader of the Masters of Evil, became intrigued by the assertion that Williams blamed his companies downfall upon Tony Stark (Iron Man I).  Believing Stark was the benefactor of his enemy Iron Man, Zemo dispatched the Enchantress to recruit Williams.

Traveling to Zemo's South American hideout, Williams underwent a process which would endow him with superhuman strength and durability.  As a side effect of the ionic ray which empowered Williams, he had to undergo regular treatments or suffer death, which also enabled Baron Zemo to control his latest creation.  Zemo's plan was to have his new agent infiltrate the Avengers by staging a battle between Williams and the Masters of Evil.  Winning the Avengers' confidence and not trusting Zemo, Williams explained his powers were killing him, prompting the Avengers to seek a cure.

Impressed by the Avengers' charity and kindness, Williams had a crisis of conscience at the moment he was to betray them to the Masters of Evil.  Deprived of Zemo's life-giving treatments Williams slipped into a death-like coma.  Although believed to be dead, Williams physiology was actually in a state of flux where he would become even more powerful and eventually live-up to his heroic potential as Wonder Man.
