Origin

Born into the poverty of Metropolis' Suicide Slum during the Great Depression, Jim Harper and his best friend Leo engaged in petty crimes. During one of the duo's crimes Harper was nabbed by the former professional boxer Joe Morgan - who at one time had trained the Atom and Wildcat. Morgan, who was using the identity of Nat Milligan, trained Harper in hopes of turning him into an Olympic champion. Returning to Suicide Slum as an adult, Harper discovered that his childhood partner in crime, Leo, had become a gangster. When Leo was gunned down Harper vowed to protect his former home as a police officer.

As a rookie policeman, Harper was assigned to Suicide Slum and promptly beaten by hoodlums. To protect himself, Harper donned a costume equipped with a golden helmet and shield purchased at an antique costume shop. Harper captured the thugs who had beaten him and assumed the identity of the Guardian.

During his early police career Harper arrested a group of newsboys robbing a hardware store. Harper persuaded the judge to make him the legal guardian of the four orphans, who led honest lives as the adventure seeking Newsboy Legion. Although the Newsboy Legion assisted Harper many times in his guise as the Guardian, they were never able to prove his dual identity.

The members of the Newsboy Legion would mature into successful adults eventually become leaders in the fields of science and medicine and putting their skills to work for Project Cadmus - a pioneer in the field of cloning. After the elderly Harper was mortally wounded by the criminal cartel Intergang, and his former costumed identity was revealed, his former wards used their skills to clone his body, imprinting his original memories on the youthful clone, and giving new life to the Golden Guardian.
